On January 18, 2024, in Beijing, China, CIECC signed a Memorandum of Understanding (MoU) with three Malaysian companies—Cyberview, Skymind, and Skyvast—to jointly develop the Malaysia Innovation Economy Corridor (MIEC) and the Cyberjaya City Center. The signing ceremony was witnessed by Gou Husheng, Secretary of the Party Committee, Chairman, and General Manager of CIECC, and Datuk Norman Muhammad, the Malaysian Ambassador to China. The meeting was hosted by Dou Hao, Executive Dean of the CIECC Strategic Research Institute and a member of the CIECC Party Committee.

Gou Husheng welcomed Datuk Norman Muhammad and his delegation, introducing CIECC’s development history, business achievements, and strategic planning. He noted that in March 2023, Chinese President Xi Jinping met with Malaysian Prime Minister Anwar Ibrahim in Beijing, and both sides reached a consensus on further building the China-Malaysia community with a shared future, marking a new chapter in bilateral relations. Malaysia is China’s largest trading partner in ASEAN and a key node in China’s Belt and Road Initiative. Deepening cooperation between the two countries will bring new development opportunities. Engineering consulting serves as an important platform for international exchange and cooperation. This signing of the MoU between CIECC and high-tech Malaysian enterprises is a significant manifestation of deepened China-Malaysia cooperation and marks a new starting point for cooperation between CIECC, the Malaysian government, and enterprises.

He stated that Cyberjaya City Center is an important center for technological innovation and digital economy in Malaysia, with impressive development achievements over the past 20 years. This year marks the 50th anniversary of diplomatic relations between China and Malaysia. CIECC feels honored to participate in the development of Cyberjaya City Center at this special time. This opportunity will allow CIECC to fully leverage its advantages as a national engineering consulting team and think tank to assist in achieving more substantial results in the China-Malaysia “two countries, two parks” initiative. The company will aim to plan more cooperation projects with the Malaysian government and enterprises, focusing on infrastructure, intelligent manufacturing, digital economy, green energy, and other fields. Utilizing the Malaysia Innovation Economy Corridor (MIEC), CIECC will explore new mechanisms for park-to-park cooperation and ensure the implementation and effectiveness of the MoU, injecting new momentum into the prosperity and development of both countries.

Datuk Norman Muhammad expressed that the friendship between China and Malaysia has a long history and that the foundation for cooperation is solid. China is Malaysia’s largest trading partner, and cooperation between the two countries benefits various sectors of their economies. Cyberjaya City Center is a significant high-tech area in Malaysia, and discussing in-depth cooperation in fields such as high technology and artificial intelligence with CIECC is a crucial step in implementing President Xi Jinping’s high-quality Belt and Road Initiative, particularly the action plan for “promoting technological innovation.” This signing of the MoU is an important achievement celebrating the 50th anniversary of diplomatic relations between China and Malaysia. He hopes that this will further deepen economic exchanges and cooperation between the two countries. Malaysia will also leverage its platform resources to attract more Chinese enterprises to invest in Cyberjaya City Center and share development opportunities under the Belt and Road framework for mutual benefit.

Counsellor Niqman Rafaee, Trade Commissioner at the Embassy of Malaysia in China, stated that there is significant potential for cooperation between China and Malaysia in fields such as green energy, sustainable development, steel and industrial materials, artificial intelligence, and robotics. Malaysia hopes to actively participate in various cooperation developments, leveraging China’s 14th Five-Year Plan. Malaysia hopes that CIECC will apply its extensive experience in technology parks and digital economy to help plan major projects in Malaysia, supporting the growth of emerging industries.

At the meeting, CIECC’s Chief Consultant Du Zhenli introduced the company’s consulting services related to the Belt and Road Initiative. Cyberview CEO Kamalul Arifin, Skymind Malaysia, Managing Director Eow Wan-lin, and others introduced Cyberjaya City Center’s situation, company information, and cooperation plans. The discussion was attended by Malaysian Cyberview Board Chairman Dato Romli Ishak, Deputy General Manager Auni Alias, Skymind Board Member and Skyvast Group Chairman Tan Ying Siang, Skyvast’s Executive Board Director Rafe Azsnal, and other key officials from both sides.
